WCI has posted final default emissions factor calculators for 2006, 2007, and 2008. Both "lite" and full versions of the calculators are available; the lite versions contain only the calculator worksheet and its data table, while the full versions also include the underlying plant and unit level data.  

The initial concept for the default emissions calculators as well as versions of the 2006 and 2007 calculators were released previously for public comment.  Public comment was used to inform updates to the 2006 and 2007 versions, and development of the new calculator for 2008.

The final calculators are available for download here and are intended for use by jurisdictions in attributing emissions to unspecified electricity imports (for additional details about the default emissions calculators, see the memo poosted with previous versions).
