| Draft Business Requirements for a Compliance Instrument Tracking System |

The July 2010 Design for the WCI Regional Program described several operating parameters for a regional compliance instrument tracking system. The Design also noted that the WCI Partner jurisdictions are evaluating the suitability of developing the tracking system from others already in use in other markets. The California Air Resources Board, with access to US Environmental Protection Agency contractor support and technical expertise, is adapting an existing cap-and-trade tracking system to facilitate the use of such a system by jurisdictions implementing cap-and-trade programs. Such a system has the potential to advance the common goals of the WCI Partner jurisdictions working to implement cap-and-trade programs. In advancing these common goals, the WCI Partner jurisdictions working to implement a cap-and-trade program have drafted business requirements common and applicable to all these jurisdictions. Jurisdiction-specific customizations and operating service requirements may be considered at a later date. The common Draft Business Requirements are preliminary and are posted to the WCI website for stakeholder information. Any updates to these requirements will also be posted to the WCI website. |
