Requests for Proposals to Provide Cap-and-Trade Program Services (Reissuance) PDF Print

California is reissuing four (4) cap-and-trade Request for Proposal (RFP) documents to solicit contract services to implement the cap-and-trade program. The RFPs will be reissued under new numbers as provided below:

The reissued RFPs include:

  • RFP # 10-123 - Auction and Reserve Sale Operator
  • RFP # 10-124 - Financial Services for Auction and Reserve Sale
  • RFP # 10-126 - Market Monitor
  • RFP # 10-125 - Market Monitor Trainer

Proposals are being reissued because ARB found there was an inconsistency in the proposal submission requirement in the RFPs directing bidders to submit proposals in French. 

The RFPs involve interrelated services to support the cap-and-trade program, and are being reissued with changes for greater consistency in proposal submission requirements.

The Proposal Submission Deadline for these RFPs as indicated in the Key Action Dates is December 2, 2011, at 3:00 p.m. PST.

California's cap-and-trade program RFPs will be published online in the California State Contracts Register at: http://www.eprocure.dgs.ca.gov/CSCRAds.htm . Online registration is required to view the California State Contracts Register, which can be done at: http://www.bidsync.com/help/bidsync/freebids.html.

In order to receive bid notifications, such as addenda, on California's State Contracts Register, log-in to BidSync once registered online, navigate to each individual bid page for the RFPs, and under Bid Notification Preferences, click Turn ON Notifications.  Unless notifications are turned on, bidders will not receive notifications through BidSync related to the RFPs.

To ensure WCI Partner jurisdictions have a convenient method to share the RFPs with their vendor communities, ARB will also make the RFPs publically available on ARB's cap-and-trade program website which can be found at: http://www.arb.ca.gov/cc/capandtrade/capandtrade.htm.
