The WCI Partner jurisdictions recommended that a rigorous offset system be developed and implemented as part of the design of the WCI regional cap-and-trade program, and that a limit be set on the amount of offsets to no more than 49 percent of the total emission reductions. This paper explores options for how this limit could be implemented.
