The Draft Statement of Principle on Competitiveness has been developed to guide the WCI process for evaluating competitiveness effects of a regional cap-and-trade program.  The principles serve as the foundation for a common approach to addressing competitiveness issues agreed upon by WCI partner jurisdictions.  In addition, the CSAD Committee has reviewed how legislative proposals, reports, and other programs currently address or propose to address competitiveness issues, which provide key background information for CSAD’s work on competitiveness.  Policy options are evaluated in a three page summary and table following the draft principles, entitled Review of Proposed Options for Addressing Industrial Competitiveness Impacts.
