This draft white paper, Issues and Options for Benchmarking Industrial GHG Emissions, was completed by the Seattle office of the Stockholm Environment Institute (SEI) for the Washington Department of Ecology.  The white paper examines a number of industrial sectors in detail including: aluminum, cement, chemicals, food processing, pulp and paper, steam, and steel.  SEI worked with representatives from each of those sectors as they drafted the paper.This is a preliminary draft. Building on the insights gained from the benchmarking symposium (May 19, 2010) and stakeholder input, Ecology will issue a final draft in late June 2010.
