Chris Nelson (Connecticut Department of Environmental Protection) and Jill Duggan (World Resources Institute Fellow and UK Head of International Emissions Trading) will present to the Cap Setting and Allowance Distribution (CSAD) Committee the experience of setting greenhouse gas emissions caps in the Regional Greenhouse Gas Initiative and the United Kingdom.
