Document Description:The CSAD Committee is tasked with developing the methodology for implementing the WCI ERA approach. This paper outlines early reduction approaches in other cap-and-trade systems currently in operation or under development in jurisdictions around the world, and then presents a number of issues for discussion with stakeholders. The CSAD Committee is seeking input from stakeholders on these and other issues related to the ERA program.
