The Cap Setting and Allowance Distribution (CSAD) Committee was formed to recommend methodologies for establishing the regional WCI GHG emissions cap and each WCI Partner jurisdiction’s allowance budgets: see Guidance for Developing WCI Partner Allowance Budgets.  Additionally, the Committee is examining harmonization of allowance distribution, offsets compliance limits, and the approach for issuing Early Reduction Allowances.

The work of CSAD helps to ensure that the data being used to inform these decisions are as accurate as possible, that the approach taken addresses competitiveness issues, and that methodologies are applied consistently to achieve each WCI Partner jurisdiction’s specific goal as well as the WCI regional goal.
